Following the United States’ decision to suspend, as of August 29, 2025, the de minimis regime that allowed for the exemption of customs duties on low-value shipments (≤ $800), the Telecommunications/ICT Regulatory Authority of Côte d’Ivoire (ARTCI) announced on Monday, September 2, 2025, a set of immediate measures to ensure compliance by Ivorian operators.
From now on, all postal or express shipments to the United States must be accompanied by mandatory electronic customs data collection (ITMATT/EDI). Any package without compliant data will be suspended as a preventive measure. Operators are invited to prepare Delivered Duty Paid (DDP) solutions or to use a US broker to avoid customs blockages. They must also submit a detailed compliance plan to the ARTCI by September 15, 2025, at the latest. The institution has indicated that it remains available to assist the operators concerned, in coordination with La Poste CI, express transport companies, and the Customs Administration.
According to the presidential decree signed on July 30, 2025, the United States now requires a complete customs declaration for each shipment, including the HS code, the value and origin of the goods, payment of applicable duties and taxes, and compliance with enhanced customs clearance procedures with the US authorities (Customs and Border Protection – CBP).
