The representative of the Polisario Front in charge of Europe and the European Union, Oubi Bouchraya Bashir, said that Morocco, which encourages countries to open « consulates » in occupied Sahrawi cities « blatantly violates » all laws in a move reflecting the « bitter failure » of the kingdom which struggles to achieve gains on the multilateral level.
Speaking in a program on the British BBC radio devoted to the theme of the continuation by Morocco of its policy of involving several countries in the opening of « consulates » in the occupied cities of Western Sahara, Bashir Oubi Bouchraya said that « this approach is a flagrant violation of all laws, including international law qualifying Western Sahara as a Non-Self-Governing Territory because of the Moroccan military occupation », adding that « this policy advocated by Morocco is also a violation of the Vienna International Agreements governing international diplomatic and consular relations ».
Bashir Oubi Bouchraya said, according to the APS, which echoes the BBC information, that « Morocco continues its violations of the laws of the African Union (AU) and its Constitutive Act which recognizes the Sahrawi Arab Democratic Republic (SADR) and attests to its sovereignty and territorial integrity ».
According to the Sahrawi official, the opening of « consulates » in the occupied Sahrawi territories comes at a time when « European law was very clear. The Court of Justice of the European Union (CJEU) has affirmed that Morocco does not enjoy any sovereignty over the territory of Western Sahara as a territory separate and apart from the Kingdom of Morocco ».
Believing that these steps constituted « a non-event for the Sahrawis », the same speaker argued that « they also reflect Morocco’s failure to obtain any recognition from international organizations at the multilateral level over the last four decades despite all its disinformation campaigns ». « Faced with its bitter failure at the multilateral level, where no achievements have been made, Morocco has fallen back to the bilateral level, far from international organizations, baiting a few small states for the opening of insignificant consulates without any consular service, in a propaganda operation aimed at deluding international public opinion by its alleged sovereignty over the occupied territory, » said the member of the National Secretariat of the Polisario Front.
And to specify that « the position of the United Nations and the Security Council is clear from a legal point of view. It is based on decolonization and the right of the Saharawi people to self-determination ».
The African Union (AU), for its part, remains committed to being a founding and active member of the Sahrawi Arab Democratic Republic (SADR). And at the European level, the decisions of the Court of Justice of the European Union do not recognize any form of Moroccan sovereignty over Western Sahara, said the Sahrawi diplomat. « The Saharawi people continue their liberation process under the leadership of their legitimate representative, the Polisario Front, until they can exercise their right to self-determination and independence, in accordance with international law, » Mr. Bouchraya concluded in his intervention on the BBC. The media release of the Sahrawi leader comes the day after the decision of the United Arab Emirates to open a consulate general in Laayoune, the main city of occupied Western Sahara.
Abu Dhabi thus becomes the first Arab country to open a consular representation in this city. This decision is considered by observers as a provocation to the Sahrawis and Algerians.
