« Notwithstanding numerous communiqués and formal notices from the Minister of Finance and the Minister of the Civil Service and Administrative Reform, only 601 of the 8,766 staff concerned deigned to comply with the summonses of the Permanent Disciplinary Council of the Civil Service. At the end of their hearings, 177 respondents were rehabilitated through simple resumption of pay, or accompanied by a warning, reprimand, lowering of step, etc. ». This is what we can learn from a series of decrees on the dismissal and revocation of public servants, signed on 21 May by Joseph Lé, Minister of Public Service and Administrative Reform (Minfopra).
The Minister of Public Service and Administrative Reform (Minfopra), Joseph Lé, signed on 21 May this year a series of decrees on the dismissal and revocation of civil servants and agents of the State under the Labour Code, 493 in all. The measure is materialized by five orders signed on 21 May, which clearly indicate the names, positions and numbers of those concerned. This wave of dismissed personnel affects several sectors of activity. Among them, price controllers, contract teachers, contract executives of administration, contract computer scientists, contract agents of administration, contract nurses, contract executives in computer engineering, …
The Minfopra notes that this operation is in line with the high directives of the President of the Republic who, in his circular of June 20, 2017, instructed a counting of public officials during the 2018 exercise. These directives were implemented under the authority of the Prime Minister, Head of Government, and relate to the fight against chronic absenteeism of public officials. The aim is to rationalise the wage bill, which currently stands at around 1,000 billion francs, without specifying the exact number of civil servants.
« When I learned the number of people tracked down during this operation, which is unfortunately not the first of its kind, I asked myself a thousand and one questions. What is the purpose of the human resources departments? For so many years that these « fake » civil servants have been emerging, what have the people in charge of these different structures been doing? Although they themselves spend 8 hours working and not 8 hours at work. Can you convince me that a manager does not control his workforce? Is it not with their complicity? « says a student.
This operation, which is part of the reorganisation of the State’s pay file, was officially learnt to recover, in 2020, an envelope of 12 billion CFA francs of salaries and pensions transferred to the accounts of deceased persons.
