FOUNDATIONS OF SENEGALESE SPORT : 100 billion FCFA (152 million €) not even the release clause of a major player in the world to win 1000 billion in 10 years and cups in Africa and the world.

For a high-performance sport and particularly a high-performance football, which will enable Senegal to win trophies, innovation, a dynamic policy of building infrastructures and increasing financing are essential. And in a country like ours, only the president of the republic can bring this vision. This policy of revival and development of national sport will be conducted over 10 years, with funding of 100 billion gross.

The first axis of this policy will be the construction of infrastructures, notably omnisports stadiums, in the 14 regions of the country plus the 2 most popular departments of the country, Mbour and Mackhé. Stadiums at least the size of Demba Diop plus Marius Ndiaye (around 15,000 football places and 2,000 basketball places). For each regional stadium, 4 billion, i.e. a total of 64 billion. And the realisation will be entrusted to the most prominent national companies in the field of public works.

Stop making do with donations from Chinese and other philanthropists…..

In addition to infrastructure, we also know that in modern football, communication and the media in general play a central role in the promotion and enhancement of sports products. To this end, a television channel will be set up, either state-run or in a state-private partnership, which will be exclusively dedicated to sport and the promotion of national sport. This could be done with CFAF 2 billion.

To finance the elite championship for 10 billion in 10 years.

To promote sport, one must first promote its elite. In this sense, 10 billion out of the remaining 34 billion will be devoted to the financing of the elite football championship. This, for each year, support the clubs, but also give strong rewards to the champion of Senegal and the winning club of the national cup.

The latter, it should be recalled, does not earn more than 20 million. This is insignificant and not motivating for club presidents.

When the Senegalese champion receives 1 million Fcf, all investors will think of investing in football and in our clubs, which will be more competitive, with high-performing players who can make a big profit in the transfer market.

Out of the remaining 24 billion, 5 billion, including a share of 500 million CFA francs, will be devoted, for 10 years, to the 2nd, 3rd and finalist losing teams of the Senegalese Cup, to also boost them. This will allow the gradual creation of strong clubs, with a good financial base and capable of having about thirty employees, with minimum wages of 200,000 CFA francs.

This is so important that today, sport is a big industry and a very powerful economic lever that can contribute greatly to the development of a country, by creating thousands of jobs and contributing to the reduction of the health bill, since sport is the best medicine for mankind. 19 billion for the other disciplines For the remaining 19 billion, they will be distributed among the remaining disciplines, with emphasis on those that bring in more, in terms of spin-offs, such as basketball, athletics…this may seem unfair, compared to the sums dedicated to football. But football is really the king sport, especially in our country. And its ability to create jobs and income is far more important than for any other discipline. No one watched the wrestling apart from purist amateurs with Mouhamet Ndaow Tyson and the hundred million dollar stamps that the fight has become popular and there are still many ways to go before the stamps become millions in euros or dollars as the boxing match Floyd Mayweather, and Manny Pacquiao on May 2, 2015 brought 500 million dollars (75 million dollars for ticketing, 400 million dollars for pay-per-view).

How to recover the money invested? That is the big question. But it should not be a problem. At the level of the stadiums, quality management will have to be introduced in order to make the most of them, with their use (in the form of rentals) for non-sporting activities (concerts and other events). The revenue generated can be used to finance maintenance, in order to maintain the quality of the infrastructure.

The sports channel, which should promote national sport, will also play an important role in financial terms. It will manage the signal management of matches marketed throughout Senegal and abroad. Today, it is obvious that television and broadcasting rights of sports events are major sources of revenue for sport. In addition, the official sponsor of the elite national championship can claim up to 5 billion a year. And many companies can pay this amount without problems, especially with a new organisation that will guarantee the show.

The 35th edition of the Monthly Report of the CIES Football Observatory analyses the presence of expatriate players in the world. The sample is composed of 12,425 expatriate footballers present on 1st May 2018 in 2,235 teams from 142 leagues and 93 national associations. Brazil is the country with the most representatives abroad (1’236), followed by France (821) and Argentina (760). Almost a quarter of the expatriates come from these three countries.

Revenues from the football economy would represent 5 billion euros in turnover in France and 400 billion euros worldwide.
